The Atlantic County chapter is a federation of sportsmen's clubs from throughout the county. We represent hundreds of hunters, trappers and fishermen in the area. We are firm believers in our methods of wildlife control. We provide directions on ways to save out natural resources such as wetlands, forests, farmlands and to fight pollution. This is a key to those who enjoy the outdoors as we do and wish to pass it on to our children.
The purpose of the Federation at our level the benefits that we offer to members are outlined below.
The monthly meetings are used to disseminate information and gather the feelings of members for issues affecting our sports. Usually a Fish & Game Council member and a Division of Fish and Wildlife employee attend our meetings. Progress of proposed legislation is discussed. Issues such as license fees, trout stocking, game seasons, limits, and wildlife management are discussed. Direct input from members is encouraged. We are proud of the positive impact our organization has had on the management of our natural resources.
Individual members are able to secure a $1,000,000 personal liability policy that covers the member while hunting, fishing or trapping anywhere in the U.S. or Canada. Coverage includes legal use of bow and arrow and firearm for target shooting either in practice or competition. All members are eligible to hold office in the Federation or to run for positions on the Fish and Game Council.
The Atlantic County Federation has sponsored the FAA Tech Center Hunt and The Second Tag Same Day code change.

The Federation's main web page has explained the object of the Federation which is to act as your advocate and unite all sportsmen of New Jersey for the purpose of securing local, county and state wide action in conservation, hunting and fishing. The Federation works proactively with legislators, Fish, Game & Wildlife, and the Department of Environmental Protection to enhance all sporting opportunities and resources.
Along with club membership, the Federation offers individual membership benefits. For dues of $30.00, you can become an Insured Member, receive $1,000,000 excess liability insurance, membership certificate and the Federation Newspaper. County Federation Clubs send delegates to monthly meetings to discuss local, county and state problems. The meetings are usually attended by a Fish & Game Council person as well as the local Conservation Officer. The Bergen County Chapter is one of the larger and most active chapters, and member clubs have been involved in or directly responsible for:
- 41 Hudson River shore access points including new
launching and dock facilities at Palisades Interstate
Park.
- Additional access and expanded fishing privileges at
Liberty State Park.
- Direct Involvement with the beginning of the Hudson
River Walkway Program.
- Change in the Muzzle loading season.
- New Woodcock season.
- Financial involvement with saving trout habitat within the Newark Watershed and so on

We support hunter education and the Becoming An Outdoors Women Program. Our current concerns are the deer management program, hunter access to farm and other private land in order to help with the deer herd management providing more sportsmen opportunities and reduce the need for farmer "shoot to kill" permits as a significant part of herd reduction. We are also concerned with protecting the rights of sportsmen and women to own and use firearms of their choice.
We are represented at the South Jersey Region meetings and the state wide monthly meetings of the Federation.

Environmental issues affecting water quality are an active concern of all the fishing clubs and organizations in the Federation
Controlling the overabundant deer population is a concern of most of the inhabitants of New Jersey. Through the seasons and regulations set up by the Fish & Game Council, the sporting clubs and individual hunters harvest 50,000 + deer per year. The value to the habitat for other wildlife, birds especially, is enhanced, as well as the nutritional value of the venison itself. This venison is consumed and enjoyed by not only those who harvest the game, but also by those who depend on community kitchens for nourishment. Small mammals are also affected by the over population of deer because the deer can destroy the understory vegetation that these mammals need for survival.
Attending Game and Fish Code hearings allows the public to voice concerns and suggestions regarding the wildlife of New Jersey. The Federation is a source of intelligent information on these matters. The Federation's membership exceeds 145,000.

- The Monmouth County Federation of Sportsmen’s
Clubs is a county affiliate of the New Jersey State

The Monmouth County Federation Accomplishes Its Mission Through The Following Activities:
- Regular meetings are held to provide an informational
forum for members of the sporting community to exchange
and gather information and express concerns related to
issues affecting fish, wildlife and the outdoor sports.
- Affiliated member clubs and organizations send
delegates to the meetings for representation. The
delegates act as liaisons between their organizations and
the federation’s officers and membership by
bringing concerns to the meeting and reporting back to
their memberships.
- Individual federation members.
- Representatives from the State Federation and
regional federation districts report and otherwise
provide information at the monthly meetings.
- Representatives from the New Jersey Division of Fish
and Wildlife and the New Jersey Fish and Game Council
frequently attend our meetings in order to provide
important information, answer questions and address
concerns.
- The Monmouth County Federation monitors legislative
proposals that impact on fish and wildlife issues
relating to the sporting community. Through legislative
action we support bills and proposals that are in the
best interest of our fish and wildlife resources as well
as those that serve the interests of the sporting
community. We work to oppose and defeat legislative
measures and other initiatives that are not in the best
interest of our fish and wildlife resources as well as
those that would prove detrimental to hunters, anglers,
trappers and shooters.
- We encourage, support and sponsor activities that
promote youth participation in the outdoor sports so that
our sporting heritage will live on through our young
people.
- We welcome new clubs, organizations and individuals
to join our federation, attend our meetings and join the
state federation as well.
- The Monmouth County Federation emphasizes proper, safe and lawful participation on the part of all individuals while engaged in outdoor activities.

Our county federation was reorganized in 1996; we are working to reach clubs and individuals within our county. Our goal is to promote and protect hunting, fishing, trapping and the conservation of our lands with its wildlife.
The Passaic County Federation was at one time one of the largest and most active of all the county federations in this state. We are working to bring this back to the strength we once had.

Our meetings are held the last Monday of each month, except for June and July. If the weather is bad,and schools are closed, we will not have our scheduled meeting, because the school owns the building and it is also closed

They report on what is presently going on within our state, and what is proposed for the future. Here, we listen and voice our opinions. From our input they can determine if the sportsmen is for or against a proposal. DON'T LET US DECIDE FOR YOU, come join us and help make those decisions.
Decisions start from individuals to their county federations. From the counties it is presented to the State Federation, where it is heard by the Division of Fish and Wildlife and members of the Fish and Game Council.

WHAT IS THE SUSSEX COUNTY FEDERATION?
- The Sussex County Federation of Sportsmen's Clubs is
part of the New Jersey State Federation of Sportsmen's
Clubs (NJSFSC). The NJSFSC is made up of active county
Federations from the twenty one New Jersey counties.
- We are clubs and individual members that meet monthly to share information and take actions to accomplish the above goals. Current membership is made up of 30 clubs with a combined membership of approximately 1300.
THE SUSSEX COUNTY FEDERATION ACCOMPLISHES ITS GOALS BY:
- Nominating its members to be on the Fish & Game
Council.
- Suggesting changes to the Game and Fisheries Codes.
- Attending local and state meetings where our concerns
are being discussed.
- Supporting and working through the Northern Region,
the State Federation, the Fish & Game Council and the
Division of Fish and Wildlife.
- Opposing and supporting legislation through local and
state legislators.

from the Council and Fish & Wildlife provide insight

Leading By Example

At the May, 2000, meeting of the Sussex County Federation of Sportsmen's Clubs (SCFSCs), the interest was in what was happening with the scheduled black bear hunt. The legislative activity in the State Senate and the constant barrage of anti black bear hunt letters in the New Jersey Herald and the Star Ledger was starting to motivate the sportsmen of this county. The following six actions resulted in a major increase in activity of the sportsmen:
- The "in your face" behavior of the "lunatic fringe"
that wanted to stop the black bear hunt and the tactics
that they used at the June, 2000, public Game Code
hearing.
- The passage of Senate Bill S1162, by Louis C. Bassano
of Essex & Union counties, which prohibits black bear
hunting for five years, requires development of plan for
bear population control, and appropriates $95,000 for the
Humane Society.
- The hearings at various town council meetings held to
determine if they should send a letter to the State
opposing a black bear hunt.
- The subsequent "request" by Governor Whitman for the
Fish and Game Council to stop the black bear hunt.
- The Fish and Game Council stopping the black bear
hunt.
- The introduction in the Assembly of a bill, by Christopher Bateman of Morris & Somerset counties, which would "prohibit black bear hunting".
Concurrent with the black bear hunt controversy, another major activity was taking shape. It was the desire of businesses, such as sporting goods stores, preserves, golf courses, diners, motels, etc., to get involved in the Federation. They had been trying to participate for quite some time and had held meetings with various officials in order to determine how a business could fit into the "club" structure that was required in the Federation.
By the September,2000, meeting, the black bear season had been cancelled. This event brought about a flurry of discussion and activity. Much of the discussion centered about "the sportsmen sitting around doing nothing" but expecting the Fish and Game Council and the Division of Fish & Wildlife "to do it all". This is the point at which the SCFSCs began to expand its activities. The membership brought up ideas such as postcard campaigns to the legislators, calls to assembly members, writing letters to the editors, making more sportsmen aware of the Federation, working through and with the sports shops, increasing club and individual memberships, the need for advertising to get our message out to the sportsmen, determining what the "anti's" were doing, and the need to get the businesses in the county involved in the county Federation. The membership came away from that meeting believing that the "anti black bear hunt" organizations and their sponsoring organizations were totally against any from of hunting or fishing.
It became evident that a change in the mind set of the sportsmen was necessary in order to become an effective force to maintain our sporting heritage. Waiting for the Division and the Council "to do it all" just wasn't enough anymore. The second front was to aim our efforts directly at the legislators in Trenton.
Before the end of the year, a number of different committees were formed. Each committee was asked to develop a charter describing it's goal. Legislative, Advertising and Membership were staffed with volunteers. The first activity undertaken was a postcard campaign directed at the Assembly Committees to which the anti black bear hunting legislation had been referred.
The Legislative Committee was to plot the direction of a postcard and letter writing campaign specifically designed for the black bear hunting legislation. It was also required to track legislation and inform the membership of any changes in its status. This required the development of a communications network to speed up the dissemination of information.
The Membership Committee was to develop plans to increase the number of clubs belonging to the SCFSCs. It would have to come up with a suggestion as to how the businesses could be incorporated into the SCFSCs. The committee was to find a solution to provide memberships for individuals within the Federation's club type structure.
An Advertising Committee was to come up with a plan to combine membership drives with the promotion of the SCFSCs and it's activities. The member businesses were to be included in this process.
A Political Action Committee was started and it was also requested to come up with a plan of action. No action has been taken other than contacting some interested members and staring to determine if this can be done legally within the Federation.
During the process of defining what each committee was to do, it became obvious that additional funding would be necessary to allow the accomplishment of our goals. Each member club was requested to donate $10 per member for the Legislative and Advertising Fund. This effort was very successful.
Three committees came back with their plans and discussions were held to explain each. Club delegate input was encouraged and used to form the final approach. This exercise indicated that constant communication and activity among committees would be required. The following committee actions are not necessarily listed in the order that they occurred:
The Legislative Committee started things off with a postcard campaign directed at the anti-bear hunting bills that were in the Assembly Agriculture and Natural Resources Committee. The members of this committee and the Assembly members from Sussex, Morris and Passaic counties were included in the campaign. The goal here is to keep the bills in committee.
The second activity was to send the Federation's letter to Acting Governor Donald D. Francesco requesting a black bear hunt. It was designed to be folded and it was already addressed. Both these letters and the postcards are being distributed to the clubs and area sporting goods stores.
Each club has been asked to supply an e-mail contact point for rapid communications. This does not eliminate the phone calls but it supplements them. If other members of any club also have e-mail and want to be on distribution, that helps spread the word to more individuals. The current group name for this process is "FEDALERT". Meeting minutes, alerts and State Federation e-mails are handled through this system.
The clubs were also asked to develop emergency phone call pyramids. This would force each club to have, within itself, a system of rapid telephone communications for occasions when rapid personal contact was necessary. An example would be " The Federation needs people to attend a Bear Resource Group meeting" on short notice.
This committee also monitors the New Jersey Legislature web site. This is done to check on any activity related to the bills of interest to the SCFSCs. The introduction of new hunting and fishing bills is also monitored.
The Membership Committee, as their first action, developed a plan for the integration of the sporting goods stores and other business into the SCFSCs. A number of ideas were suggested by the business owners themselves. The difficulty of this task was directly related to the club structure of the Federation. The SCFSCs currently has three methods for a business owner to join the SCFSCs. The first has the business owner bringing into the SCFSCs a sporting club to which he already belongs. The second method is that the owner forms a club around his operation and friends. In both these cases, the owner is to be one of the delegates to the SCFSCs. The final method is that the business owner can join a club made up entirely of other business owners. The club, which fits this description, is called the Sussex County Sportsmen's Business Association.
The next major requirement was to develop a plan which would allow individual memberships in the SCFSCs. In order to develop an "individual membership application", a paper called the "SCFSCs Talking Points" was prepared. "Talking Points" was designed to provide background information on the SCFSCs. It included "Who We Are", "Our Goals", "How We Relate to the State Federation", "2001 Membership Types and Benefits", and "Frequently Asked Questions with Answers". An example of the FAQs would be "What are the Sussex County Federation of Sportsmen's Clubs' current activities?". This paper was for use by members during membership drives so everyone was using the "same sheet of music". Major portions of this paper were used within the individual membership application. Portions of the State's application were incorporated into ours. The application provides the prospective member a choice of joining only the SCFSCs or both the SCFSCs and the State Federation. Individual members are, for voting purposes, put into clubs of 10 persons each based upon the town in which they live.
This committee will be working through the summer months to contact additional clubs in an effort to get them to join the SCFSCs. The basis for these contacts will be lobbying activity of individuals within the organization with knowledge of other clubs and the list of all semi-wild clubs in the Sussex County. This list, for the entire state, was purchased from the State Division of Fish & Wildlife.
The statement by Rich Peters of Simon Peter has made our ad campaign necessary. "When asked what the NRA was, 15 out of 15 customers knew. When asked what the State Federation of Sportsmen's Clubs was, 1 out 15 knew." The Advertising Committee put forth a plan involving the use of local radio stations. During the week prior to the start of trout season, a series of ads were played on the station. The ads promoted the SCFSCs, the fact that there was a membership drive, and the sporting goods store where the activity was taking place. A live remote from the store on the opening day of trout season was included in the package. The location of this first event was Stokes Sporting Goods. Two additional membership drives of this type have been held this spring; one at Simon Peter and the other at our annual fishing derby. A membership drive without radio coverage was also held at Sussex Tech's EXPO 2001.
In order for member local business to be involved with the ad campaign, they would have to donate a specified dollar amount in merchandise for use during our fund raising activities.
Do not get the idea that the plans and activities stated above are complete. They are not! We do however have a good start. Additional membership drives will take place this fall and will be designed to coincide with the start of the different hunting seasons. The bottom line is that we have more member clubs, more individual members, more business involvement, an increased attendance at our meetings. People in the county are becoming more aware of our organization, and our communications network is rapidly improving. A goal of at least 2000 members is within our grasp, but we will have to ask our committee members and volunteers for the additional effort.
Union County
We meet on the first Monday of each month at 8:00 p.m.
Our meetings are held on the second floor of the Union County Building, 300 North Avenue East, Westfield, NJ
All clubs are invited to attend and join the 21 clubs already affiliated with the Union County Chapter

THE UNION COUNTY FEDERATION has been most active in its past few years. National hunting and Fishing Day has been celebrated by hosting, in conjunction with The Division of Fish, Game & Wildlife and Union County Parks & Recreation, as " Introduction to the Shooting Sports " at the Trap and Skeet Range in Cranford. The Cranford Rod & Gun Club runs an archery range there on Sundays along with separate volunteers from the county.
Warren County
We meet on the 2nd Monday of every month at 7:30 p.m.

The members of the Warren County Federation of Sportsmen enjoy some of the state’s best natural resources for hunting, fishing, trapping and more. The county’s peaks, fields, rivers and streams host some of the area’s richest environments for outdoorsmen and women. Within the county’s borders lie The Pequest Fish Hatchery and Natural Resource Education Center, the Hackettstown Fish Hatchery, Jenny Jump State Forest, Merrill Creek Reservoir and more.
